Dear Yasser Jaamour, what makes you unconvinced? Why do you imagine that top scientists can be a commercial commodity for sale and with who pays more? What I have seen through my academic and research life with many of the top researchers in multiple countries is all of them asking for help, advice and support without charge and no one asked for a price for it. You may be right when you talk about "some Arab researchers or academics" I am with you and their preaching does not respond to you unless you pay him.
To become a good editor, you need first to be a professional in a certain field through publishing a good number of the original scientific articles in the high quality international journals. Then, according to your achievement, you may suggest a book proposal to any publisher or you may receive an invitation from a publisher depending on your activity in this field..
In a serios and respectful World, Editor is a recognized, prestigious and famous scientist in the topic. Maybe an Emeritus Professor, with a perfect CV, with a lot of published papers and so on.
I think being an editor is a matter of honour and person with good knowledge in the subject can only be an editor and generally a senior researcher or professor. No need to pay or I don't think that anyone pays to become editor.
