How do i execute the makefile file in the NIST statistical suite?

I am trying to use the NIST statistical test suite. I have been pointed to the link below for the user guide. I am finding this (Chapter 5) very difficult to understand. Is there any video that is available for me to look at that will allow me to understand what is needed?
