How do I completely dissolve AOD 9604 Acetate into water?

I am having trouble dissolving AOD 9604 Acetate completely into water. I have tried water by itself, water with acetic acid at 0.2% and between pHs 3-8. Any advice? I am trying to get it into solution under 5mg/mL. The solution stays cloudy and is impossible to pass through a 0.22um filter.
