You can use the high resolution Satellite data. see the distribution pattern whether it is judicious or not, equally spatially distributed or as per the density of population.
You did not mention what criteria you will be using to assess "distribution". For most practical purposes, it is insufficient to look at the problem as a simple distribution mapping between tower GIS and population density other than in the coarsest way possible. The state of the art in the space is to capture telemetry from the towers and the handsets and correlate the two with the peak and average service loads for that area. At that point it becomes an exercise in $$$ vs. performance against your target service criteria.
