The question is one that most countries have to face in one way or another. Imposing environmental regulations, taxes, etc. can impact GDP. Some people and industries gain, some loose. The environment and dependent resources should gain and be more sustainable. With no environmental rules or taxes, a lot depends on the individual cultures, individuals, industries, etc. Environmental ethics are not engrained into us all or to the same degree. A couple books I read years ago were Silent Spring by Rachael Carson and Sand County Almanac by Aldo Leopold. You may know of other examples to help Inform. The costs of no environmental management are not always evident. Hazard wastes dumped. Other wastes not managed. Groundwater and surface waters fouled. Wildlife impacts. Unhealthy air, water and food perhaps. Costs of medical care or other treatments of unhealthy people, animals, plants, etc. Sometimes even some land areas so impacted that it may take decades or centuries to recover to be productive again. No one likes taxes, regulations, etc., but sometimes they are needed to help manage and protect ourselves from indifference or greed to maximize profits, regardless of effects.
Well, that depends of the rules of every country, in the case of Colombia, up to now, there are two ways to pay the taxes, either through a direct payment to the nation or by means of causation through the carbon credit market. In this scenario, it is easy to deduce that despite the fact that companies are going to pay less money through the second way, based on the fact everybody know that bureaucracy and state design in Colombia have a considerable cost in the implementation of environmental projects without considerable impacts, the outcomes in GDP of the second way would be significant, taking into account that most of the environment, carbon and biodiversity projects have to demonstrate their additionality and even the develop of economy activities every year during the credit period. Although there is not still early to have enough information to get a clear conclusion in Colombia, our estimates tell us that the GDP impact from the tax scheme would be significant in a positive way soon.
