How cytomegalovirus promoter work in the mammalian cells?

In my opinions, there is not cytomegalovirus promoter gene in the human genome, there was not integration in the genome. But there are lots of studied show the stable overexoression by vectors (pCDNA3.1 and so on) in the stable cell lines. I was little confused about that, could anyone show the methods?
