How can you decide the judgment on a specific article whether it is good or not, is your judgment depends on the title of the article or the abstract or the publishing journal or something else?

Mohammed N J Alzaidy basically we look at the Journal and the publisher. Whether the journal is indexed in reputable databases such as Scopus, Science Citation Index or Social Science Citation Index. Recognised publishers such as SAGE, Elsevier and Wiley publishing etc. has established credibility for their journals. Others consider the quality of the paper devoid of the Journal. This is not done often times. As many organisations consider the Journal instead of the paper.
At the first, I look at the title and read abstract, then other parts.

The magazine contains an impact factor that is both free and nonprofit
The work represent an orginal contribution
I normally read the abstract, introduction, discussion and conclusion

Internal content basically results and discussion section follow by conclusion.
The most important factors are, the relevance fo the research question (how it helps answer part of questions that may assist in the completion of a puzzle) and how the research question is investigated (the methodology) and finally how the investigation is presented.
Firstly, the contribution and novelty of the article. Secondly the structure and the methodology which means how the author represnts the proposed method in comprehensive manner. Finally the writing style, did the author writes the article in clear and understandable way to explain the proposed method.
At first, the abstract calls to mind. Then a quick look at the recommendations follows. But overall, the findings of the study is a major determinant of the originality, other factors remaining constant.
For me first I would look at the Journal itself is it a Good Journal with Impact Factor. Second i would look at the Article Subject Discussion Recomendations and the References. Regards

When a writer writes an article it is in the line of his knowledge ,experience & his contribution of publishing article in the magazine of the repute . Even in a case the article remain unpublished even after reading the captioned of the article with his message we can certainly find that the writers has certain basic opinion in his mind while writing the article .
This is my personal opinion
For a technical paper, reading the title and abstract will direct you to go ahead and read it all or leave it.
It maybe still be good paper even if you leave it, because it might not interest you directly. To judge it, one has to read all parts of it.
I think more important not the title or abstract the important consistency and innovation inside.
The definition of good and bad is not clear in the question. An article could be suitable for a journal but not suitable for another jornal depending on the aim and scope of the journal.

As a multiple reviewer, I do never judge, but I try to formulate a reader response.
Very many publications are just to serve academic legitimation literature; here, we can only check the criteria of scientific methodology, in terms of methodical correctness. Some publications are heading for deeper waters or even the ocean; here, we can check the direction of the destination, concerning travel time. Very few publications are about to cross the ccean; here, we can make an informed guess, if we witness history and science in the making. Good publications are also always good literature, in terms of scientific artistry and craft.
I'm just looking for context on the internet. For me, it doesn’t matter is it a “good” magazine or “pirate”. An annotation gives, as a rule, a correct idea of an article — whether or not it is worth reading. Having chosen an article for reading, I do not limit myself by the dichotomy “good” - “bad”. For me, it is more important, new or old (that is, the presentation of theories or facts that have been known to me for a long time), and sometimes I read “bad” articles, since in every “bad” article there are bits of truth.
1. Easy to read is the first criteria.
2. Clarity of the engineering or science behind the article. Clarity means, the article should be understandable for a person from a different area of expertise.
3. Article should convey the message that Engineering or Science is simple and logical. The article should attract the reader like reading a story book.
4. All assumptions in the articles should be backed by a reference.

I agree with Karan Sotoodeh. Firstly, the definition of good and bad must be clear. Otherwise, I think the assessment will not be objective. It may be affected by the interest , searched subject, the academic background … of the reader. On the other hand; if there is no scientific error, it would be unfair to consider an article as bad.

The line between good and bad, however, is much more defined — and arguably, more important.Good content is relatively easy to create. Good technique is harder — it can seem abstract and nuanced, and it’s often the thing that makes or breaks an article. A strong article changes minds, gains followers, carries weight, demands respect. A weak article falls flat.

Dear D..B. Jani, of course the number of citations is important criteria for the popularity of an article, I agree with you, but; this criteria is limited among the same subject. On the other hand, this criteria can be evaluate at least a few years later.
I agree with Qasim M. Shakir, this wonderful discussion may be the beginning point for evaluation of the articles, at least collection of the different opinions.

It depends on various factors that depicted briefly:
1. The subject of the paper (the importance of the subject must be highlighted in the real world)
2. Publisher of the Journal, Conference, or Workshop.
3. How much it is straightforward to understand (expressing the idea in the simplest approach and providing precise examples and images alongside their explanations. Generally speaking, the paper has to be well-written or well-explained)
4. The number of pages of paper (maximum 8 pages for research papers)
For me, I judge any article through quality in writing, for example, the formulation of the title, the achievement of the objectives mentioned, the sequence of search methods steps is smooth and clear. the selection of the appropriate words and the appropriate phrases in the field of discussion and summarizing conclusions in a different way from writing the results without mentioning any numbers and percentages.

For objectiveness and to avoid bias, it is important to first stipulate the criteria to be used before going ahead to determine the quality of an article, and English language should not form part of these criteria. Any article could easily be translated to English language, that’s why we have language editors as part of editorial team in all scientific journals. I often tell my students during Research Methodology lectures that the easiest way to rapidly appraise a scientific report is to read the methods section of an article. No matter how well-written the article is, once the method or research design used is ambiguous or appeared to lack scientific rigor, the article is poor.
Evaluation of scientific work during the review should take into account and usually takes into account at least a dozen factors related to both substantive and research issues, references to literature, timeliness of research results, correctness of inference, editorial quality, effects for the development of science, etc. Evaluation of scientific work during the review it should be carried out objectively, independently and reliably, according to a high level of evaluation standards.

There may be different issues to consider while determining the relevance of article. The contributions of the article to the body of knowledge especially with regard to timeliness is a crucial issue. Also the quality could be indicated by the impact factor.
