How can we maximize or minimize the reflection coefficient of a plasma cloud in the earth's atmosphere?

I want to compute the reflection coefficient of a plasma cloud in earth's atmosphere -as a function of electron number density, air pressure, and if possible as a function of source's frequency - to maximize or minimize it.

How can I find this function?

The source frequency can be changed to approach to plasma frequency.

See the development of equations 1-8. You have TEC if you have the electron density. Also take a detailed look at the Appleton Hartree equation.
