If I am not wrong, hall effect transducers provide axial and radial displacements during the triaxial loading condition. Do we have to divide the radial displacements with the changed diameter after consolidation to determine the radial strains? However, do we have to use height after consolidation for axial strain determination?

During triaxial testing, the specimen goes under saturation, consolidation, and shearing stages. All of these stages influence the dimensions of the specimen.
Thus, if you are after plotting the deviator stress versus the strain you have to divide on the diameter and height just prior to shearing (at the end of consolidation stage).
in brief, record the axial and radial displacements at the end of the consolidation stage, then adjust both of the initially measured height and diameter. finally, tare the transducer to zero and start shearing the specimen. Divide the axial and radial displacements to the adjusted height and diameter to get the axial and radial strain.
