In a word, Optimization. Intelligent vehicles have a calming effect on traffic systems. Each IV exerts influence not control over other vehicles in the system. Overall the system becomes optimized. Fuel, time, congestion all become minimized for all vehicles in the system, IV and non-IV alike. System performance increases and exhibits greater stability. Even drivers of non-IVs are unable to escape the exertion of influence. As technology of IVs and population density of IVs increases, system performance increases.
