Actually, I used gold nanoparticles (at concentrations of 0.5-5-25 ppm) to detect some drugs, in different concentrations of a drug by SERS method, I tried to acquire a Raman spectrum, but no spectrum could be obtained unless I had already dried the mixtures. The question is that how to acquire Raman spectra in liquids without drying them out?

Your concentrations are incredibly low and unlikely to produce a spectrum of any sort. Obviously drying increases the concentration.
