How can the environmental impact of spent adsorbents be minimized to prevent secondary pollution?

At first thought I would say an adsorbent that strongly adheres or fixes the pollutant in question. One that could not desorb due to climatic events. Otherwise the adsorbent would likely need to be reclaimed and isolated if if could not be cleansed, in an efficient method, to to be reused.
