using spin coating, the most suitable solvent is chloroform as it rapidly volatile and disseminate materials quickly and evenly. Be careful with chloroform as it is harmful to human lungs. However, the spin coater can be placed in a fume hook. Combined PEDOT: PSS must try your own because different person on practical  will produce of different values, but it has a lot of way to try on material combination.

From my experience, concentration of the solution is to use a spin coating in 1 x10-3M to 1 x 10-4 M, which is relatively liquid so that the molecules are spread out evenly. If concentrated thin film will be patchy.

Heating is necessary to bind PODET: PSS with the substrate and between molecules PEDOT and PSS itself. The heating is based on the temperature of the liquid PEDOT  and PSS.

PEDOT:PSS is usually an aquaous dispersion. Depending on your substrate a uv-ozone or similar treatment can be necessary to provide good adhesion and a homogenous layer. From my experience you can coat at 1000 to 8000 RPM depending on the viscosity and heating at 110°C to 200°C for 30 to 5 minutes.

I worked with aqueous dispersions of PEDOT:PSS like Heraeus Clevios HIL-E 100 and Baytron Peka. I have no experience with PEDOT:PSS powders. If you look at some datasheets it is about 1.5 to 4 wt% in water. You can improve the conductivity by solvent-treatment with an polar solvent. Since i have no expertise in dispersing PEDOT:PSS I can't provide any information about the process but there is one advice I can give. A ultrasonic treatment of the dispersion can be very useful especially if you want to filtrate the dispersion.
