Unfortunately, predatory publishing is often confused with open access publishing, which has widely benefited scientific communication; as such, distinguishing between genuine and predatory open access publishers is a challenge for many.

Some tips on how to detect predatory journals and conferences:
My first advise: Always look in a suspicious way when you get an email inviting you to publish or participated in a conference, the journals rarely send those kinds of message and well-know conferences are usually held every certain period and their convocations are posted on the website of this associations or academic’s institutions or research centers that are part of its sponsors.
What to look for in that journals that you identified as "valuable to get your paper published":

In fact, the American librarian, Jeffrey Beall used the term "predatory journal" to designate unscrupulous open access journals, publishing articles with little or no serious peer review, charging hefty fees. Most of these journals operate out of Indian sub-continent and some African nations but make you believe that they are based in Western countries. The titles are also funny, something like "International journal of agriculture, basic sciences and technology"!
ISSN alone will not reveal any thing about the predatory nature of journals.
