As you know there are many fake journals , so Scientists were doing mistake to publish in fake journals ( Beall's List) may be because they did not know more about these journals, so my question is , do ISI journals accepted to re-publish paper that was publish in fake journals.

Dear Prof. Saeed,
ISI, Scopus and Thompson Reuters journals put a condition in the instructions to authors that the manuscript should not been admitted or published or even a part of a published work another where. They are very strict in this aspect. So, your idea is very hard to be achieved.

I think you may submit your manuscript to one of the journals listed in the Excellence in Research for Australia (ERA), A or B classification.

I think it depends from where you will send the paper. Big names if they send a paper 10 times with 10% changes they will get acceptance. However, researchers from underdeveloped countries even if they submit the paper with 90% changes they will get direct rejection from the editors. All matters your University, your Nationality, ...etc.

When I have to write a referee report, I do not look on names, but on quality, originality and correct referencing. And my impression is that's what the regular referee does.
You need to be very careful. There was a case of a scientist who had a paper published in a predatory journal and decided to re-submit the same paper to a better journal anyway. The second journal accepted his paper but found out about the earlier submission to the predatory journal and retracted his paper. I've also heard of cases where people are unable to withdraw or retract papers accepted in predatory journals without paying a fee. Essentially, the journal is holding the paper hostage. As others have stated, don't submit to these journals in the first place. Check Beall's list at scholarlyoa.com (you need to check both the publishers list and the stand-alone journals list).
