How can rate the adhesion strength of thin film after scratch hatch test (tape test) by accurate method ?
I know That the tested area is examined with Magnification glass and adhesion strength is rated according to the amount and removed coating but what the accurate ways??

You could take a photo and using appropriate software or statistical techniques calculate total size of damaged area. You could classify quality of adhesion bond as a fraction of damaged area to total cutted area.
From my experience cross-cut or scratch hatch test is good for fast inspection or primarily lab tests. It is worth using it in cases where there is strong possibility of low adhesion — challenging substrate (aluminium, plastis), post-aging tests, post-weathering tests etc.
If your system (coating + substrate) combines well there is little to no use. You could easily get no damage by tape (ATSM 5B class) for both alkyd and epoxy paint.
In order to get more accurate and quantitative date I would recommend pull-off test (ASTM D4541 or ISO 4624). It would give you easily understandable result in MPa or psi. As well as you cold determine a type of failure of your system (cohesive, adhesive, mixed of substrate failure).

Igors Sivacovs Thanks Sir for your answer, after my humble research I read about the peel test or tape test and they used a machine to measure the adhesion strength this machine used for the tensile test. But The question here if it is suitable to measure a nanoparticles coating on a glass substrate or not

I have never performed peel test myself. As I understand, it is commonly used to examine materials that are used as a adhesives.
If you have sensitive enough tensile machine and your coating can act as a glue and bond a tape to the glass substrate it should be possible. At least it is worth trying.
What king of coating do you work with? Does it contain a binder and what is the thickness?

Its a powder with PEG blinder on a glass substrate as a counter electrode in DSSC.
