Hardness can be imparted to surface and to the bulk material also.
It depends on the application for which the hardness is required. If you want wear resistance under light loads, surface hardness will suffice. For minimal deformations under extremely high loads, bulk hardness is required.

To complement Pramod's statement, one would consider the thickness of the plasma coating as well. There must be an optimal thickness of the plasma coating which corresponds to the desired hardness.
I do contradict my colleague. Hardness is surface characteristics. It improve the antiwear characteristics of surces in the 500 micro layers.
