What is the criteria for assigning the impact factor to journal? I have seen that some open access journals (not indexed in SCI) continuously flaunting their journal's impact factor without any authorization from Thomson Reuters.

They have their own impact factors and reached up to 3-4 points. When the articles in such journals are highly cited then why not they considered by Thomson Reuters for indexing in SCI?

If they are fake, then how could they get ISSN number? 

If they are not fake, then is it good to publish the papers in it? What is the quality benchmark? Will such papers be considered quality papers or not? Will their impact factors be considered?
