How can one use primary data mechanisms to collect data which is quantitative in nature?

Say, for instance, you want to collect financial statements data on firms that do not publish their financial statements.

These firms may be too small or may not be required by law to make their financial statements public. When you try to collect the data, these firms may feel like you are infringing into their privacy
