You have just found an identification model. For developing the optimization one you need to do a systemic analysis of your task, construct on it basis the conceptual model for decision making that define the identification models structure for the needed objectives and parameters to be restricted (maybe you also will need to decompose the conceptual model, that depends of the decision making models structure). Thanks for your data, but I need to know the problem. I am attaching a work with the mentioned before methodology description. As a consequence of a well done systemic analysis you obtain a conceptual mathematical model. It identification could be done by different modeling methods, including neural networks. Solution of the identified model(s) could be found by different methods, including metaheuristics. Onces you are able to solve your problem, changing the coordination variables and the more important input data you could construct, helped by neural networks or other modeling tools, behaviour rules, that define the relations, by calculation procedures, between optimal decision variables values and coordination variables and important input data. This is the idea. Would be needed you read carefully the attached work, then I will be able to help you a little more.
