All listed layers are related to droughts but their importance depends on many details that you did not mention. It would be helpful to know the goal of your work, e.g. if the drought zones, you are looking for, should be used somehow for humans as for irrigated agriculture, landfills, settlements, or left as natural zones.
The ecological background of the question is rather complex and therefore I would recommend you use any eco-hydrological GIS-based model like SWAT. This would allow you to simulate different land uses, weather conditions, soil types, slope or runoff, and so on.
