The truth is that most good journals do not charge publication fee. I have attached a list of over 5000 good langugage/linguistics journals around the world that won't ask you for money. They are to numerous to mention, really.

There are several quality journals interested in EFL, CALL and related subjects, such as Computer Assisted Language Learning, System, Educational Technology and Society, and several AACE journals.

Publishing papers in predatory journals often involves the payment of a fee. However, most journals listed in Thomson Reuters are valid sources of publication only asking for quality papers. Publishers like Springer, Emerald, or Elsevier and their related branches are very good channels for publishing papers without paying a fee.

Look for journals that do not charge any APCs. It must be borne in mind that it is not all journals that charge APCs are predatory. Such journals usually offer discounts.

In many journals you can publish free of charge if you do NOT make your article open access (i.e. it is available only to journal subscribers), but this should be checked for each journal separately.

If you already have the title and abstract for your article, you can use the following tools from Elsevier and Springer to help you pick a right journal among those that belong to the respective publisher

The output of these tools shows inter alia average article processing times and impact factors of the journals and, if I recall correctly, also publication fees and open access fees, if any.
