I have plotted the graph of Avg. Spot Speed (Y-Axis) Vs. Volume/Capacity Ratio (X-axis) and the curve seems to be parabolic till V/C=1 but below V/C less than 1 it doesn't come parabolic so how to plot this parabolic curve. I am determining the LOS for National highways and the traffic flow ranges from 1400 Veh/hr to 1980 Veh/hr.
Do you want to plot data or a model? If it is an analytical model, maybe the answer is as trivial as setting your plot program into parametric mode or swapping the axes (since y(x) is not unique but x(y) is)
Why do not you show the graph and explain better your needs?
The simple method could be to get a mathematical relation between speed and density using your field data and then plot speed - volume relation for the entire range of flow including LOS F.
