I am trying to add White Mineral Oil and IsoParaffinic Hydrocarbon Solvent with water and i am always getting the milky white layer formed on top the water.

Below emulsifiers i have tried with:

Soya Lecithin

Ploysorbate 20

Glycerin

Alfox200

Added White Mineral Oil(20%) and Iso Paraffinic Hydrocarbon Solvent(3%) and mixing with above any of the emulsifiers and then water forms the milky white layer on top of the water.

Please advise, how to achieve the homogeneous liquid
