The approach fully depends on the type of your 11 compounds. You should look for existing methods for these or similar compounds (similar with regard to its number of hydrogen bond donators and acceptors when using silica as stationary phase). You might need more than one TLC method to analyze them all.

You said the extract contains 11 major constituents from a previous reference, you will get the solvent used for the extraction from that ref. likewise the TLC solvent system.
