You can use the precipitation method having graphene in the dispersed solution. However you have to control the size of WO3 through solution chemistry.
Graphene oxide can be mixed with ammonium tungstate hydrate and citric acid in 1:1:1.5 molar ratio and WO3 particles incorporated with grapheme matrix can be obtained. But you have to keep the temperature above 200oC so that WO3 particles are formed and grapheme oxide is reduced to grapheme. Try this method and you will be getting WO3 nanoparticles entrapped in grapheme matrix.
