I am looking for a specific 3D modeling program for human bodies. Alternatively, I am looking for a simplified program that allows the morphing of a 3D model by directly modifying some parameters. Specifically, hips, waist, and shoulder circumference. Can anyone suggest to me some software?

You can use Poser which is a program specific for 3D modeling of human figures. It allows you to do a lot of things and is quite intuitive for basic modelling. Unfortunately is not free.
MakeHuman is a free and open source software that allows to manipulate several anatomical characteristics of an avatar: http://www.makehumancommunity.org/
Try PoseTool 3D. It is easy to work with and you can extract any model and figure regarding different parts of the body. You will like it!
