Amol, You may want to take a look at BenMAP, a tool developed by the United States Environmental Protection Agency to estimate the health impacts and economic benefits occurring when populations experience changes in air quality. My EPA colleagues developed this model and it may provide you with an approach that you can apply to your problem.
