I have been trying to cite some of the authors in my writing, but cannot find the doi ?
For example Burgoyne J Hirst and ST William (2004) The development of Management and leadership capacity and its contribution to performance: The evidence, the prospect and research needs DEFS
all online documents do not have DOI as well as there is no need to do so.

I believe that the publisher gets the doi for reference for the different titles. May be publishers already got them. Anyhow, you can get help through the following link:

There's no requirement for including DOI. It's helpful if you can. Books generally don't have them.
When I wrote my PhD thesis, DOI hadn't even been invented. Nor had the world wide web!
Digital Object Identifier is used to identify/locate an article.
International Standard Book Number (ISBN) is used in case it is a book/chapter in a book.
The eg that you mentioned is a book whose ISBN is : 1-84478-286-7
