The JCPDS database has been superseded, but I can't find this substance in the available databases, and the card number is still cited in the literatures.

The authors should have had access to that data file.

Zhiying Qu You can find the data for JCPDS# 01-074-1940 as Titanium Oxide (TiO2) with monoclinic structure (C2/m), cell parameters a = 12.1787 Å, b = 3.7412 Å, c = 6.5249 Å, β = 107.054°, and density 3.73 g/cm3
Just to be clear, for this particular file number, the "JCPDS database" has NOT been superseded, instead the file number has been misidentified. It should have been named PDF # 01-074-1940, where PDF means Powder Diffraction File, a database licensed from the ICDD (www.icdd.com), which at one time was called the JCPDS. The first set of numbers "01" indicates this data was extracted from the ICSD database created by FIZ (https://icsd.fiz-karlsruhe.de). If you look there, you will find there are three (very similar) C2/m monoclinic TiO2 entries in the ICSD database, from these two publications:
