As I understand your question: You are asking for a native English speaker to certify that the language of your paper meets the standards of the journal. As you will realise, it is not until your discoveries are clearly and unambiguously written that the world will notice what you have done.
There are no reputable editors who will provide such a certificate. So you have to work hard with friends or colleagues e.g., at Al-Zahrawi University college whose first language is English to help you to hammer your prose into shape. Be careful that nothing is distorted in translation. Learn from your mistakes. Then use some of your research funds to pay for an editor to do the final polishing.
