How can I formulate effervescent granules by fusion method ?

We are working on the preparation of effervescent granules by fusion method (citric acid monohydrate was heated till water of crystilization was released then the other ingredients were added to the formula,the formula was stirred in waterbath (60-90°C) , no granules was formed . What may be the problem? Any suggestions please.
