I assume you use the classical metal wire rodent wheels? If I understand your problem correctly, you could exchange the metal wire wheels for rodent wheels made out of wood or plastic with a continuous running surface. This is also highly recommended because the metal frame wheels might result in injuries to the animals as they can easily get their feet stuck between the bars.
