PEER database is just for records of North America. The 1968 Tokachi-Oki Earthquake (Hachinohe harbor) record that I'm looking for, is occurred in Japan and not available in such databases!

I can't even search event name on the website, because only earthquakes after 1996 are listed on there. Tokachi-Oki event occurred at 1968!
Maybe I have to contact K-NET administrators!
I finally found an original record of Hachinohe harbor. It seems that data are not corrected.
However, here you can search for any strong motion record that occurred in Japanese ports, specially Hachinohe harbor:
