I want to dissolve graphene but I am not able to dissolve it. It got dispersed when I added 1M HCl solution to it.

Graphene won't dissolve in water or organic solvents. It only disperse in solvents. Pure or pristine graphene display poor dispersion due to the strong van der waals force of attraction. Functionalization of graphene (GO or rGO) is the only option to disperse in water or some solvents.

Apart from what jaganathan said, best way to utilize graphene is to use as GO, if your application suites with GO , use it other than that it's nearly impossible to dissolve graphene
