I would like to collect blood from a 1 day old mouse, terminal collection is fine because I also need to collect tissues. Can this be done by cardiac puncture or what method do people use to collect the blood? Can you share a protocol for this?

In the paper that you shared is one of those techniques recommended for neonates? There was not any specific instruction for neonatal mice.
The common method is to cut in to the axillary blood vessels by cutting deep into the armpit with a small scissor. The blood pools in the armpit and can be collected using a heparinized glass capillary. We usually use the Pasteur pipettes that you would use to aspirate tissue culture media during feeding of cells. You can draw a small amount of heparin into the pipette the day before using and let the heparing dry into the pipette. You can use a small rubber bulb to blow the blood out of teh glass pipette into an Eppendorf tube.
The euthanasia method that I used was decapitation so I was able to collect blood at this time.
