How can I calculate DHS HH weight for regions in my sample?

I have following questions;

1) In my survey we have selected 3 locations; Urban, Tribal and Rural. And I am covering 100% population through survey. Still do i need to calculate and apply region wise weight to adjust for proportions? If yes, How?

2) Can I apply DHS HH level weights to my sample? If yes, a) where I can download those data? b) How can I apply it to my sample ?

I primarily use SPSS for analysis.
