How can we carry an evaluation study for such materials that must be used in sever conditions...?
Three comments:
1. What do you mean by the efficiency of standard primers? Are you looking for cost/ coating life or some other measure?
2. If you are looking at industrial/infrastructure/marine coatings, alkyd primers are no longer used in most countries for steelwork.
3. You need to evaluate the whole coating system.
I suggest you look at the ASTM methods for evaluating organic coatings. (There is a whole suite.)

The normal way to achieve this is to set up exposure sites in coastal, near coastal , industrial and rural locations. This might be somewhat challenging in Iraq. The standard tests will not suffice, as these need to be related to your conditions. There are sites in Australia that you could use as models.
