Lac operon of JM109 was deleted in the genome. So lacY was deficient.
(F' episome contains lacIqZM15 only.)
The F' episome carries the entire lac operon (plus lots of adjacent genes). The lacIqZM15 designation is just to show that the lac operon carries those mutations that differ from wild type. But it is lacY+
