The questionnaire is much more important to do research for best findings and it is really essential. For my research of sustainable palm oil milling, I want to develop a good questionnaire to get accurate answer from the Miller's about the practices of sustainability. Please suggest me with some guidelines to develop the questionnaire on that.

Prior to developing the questionnaire, it is necessary to formulate your main research questions and choose appropriate statistical methods to translate your data into information that answer your research questions. The questionnaire should collect the required data for estimation of your prospective models and answering your main research questions.
The choice of questions as close ended or open ended is equally important. This may partly be guided by the type of statistical model you are using.
It is also important to reduce the sampling error during the interview, data entry and coding. The consistency of respondents can be checked by repeating some of the question in paraphrased forms. If they answers are the same, the information may be consistent otherwise it is hard to believe that the respondent is providing accurate information.

I would suggest you developing your own questionnaire with questions about palm oil you wish to be answered. Your instrument must be valid and consistent. In other words, it has to be reliable and able to measure what you really wish to measure. You may start by considering concepts about your research question/s (e.g.: milling, oil quality, recycling residues, and more). Then you may want to seek the assistance of a panel of experts in palm oil production ( used 5 in the development of my survey, which I am attaching here). The paper here attached will show you in details what I did. I trust that this methodology could be applicable to your study as well. Also, consulting a good manual about assessment (e.g.: Patton, 1990 and/or Popham, 1993) will be needed (I think) as you move along with the construction of your own survey instrument.
