Fake Journal does not demand any reputation,any name,& even the writers who are contributing their publication in such journal,there are not only using their reputation as a writers but it has also an indirect action of the name as a writers.
In fake journal ,some time the news ,writings,create ,such an adverse leading topics which may create an adverse influence not only on the leaders but also the person who have her such fake news.
It is also very likely that in certain cases it may turn into a legal dispute .Fake journals are nuisance to the society & it should be prohibited to socially by readers or even in certain cases may take a recourse to legal entry .
Why should we consider journal? Why don't we consider the content? content is an expression of idea. Knowledge is not confined to any professors or Universities. History itself is example of so many original thinkers neglected by traditional contemporaries. Now the situation is different. We can go through the paper and if interested we can consider for further or we can leave it. Don't go for funding. But we can not set the limits for review(Reviewers always supports the like minded thoughts).We can support all open access journal with in limits of social laws.(Not subject oriented opinions).
The "so called fake journals" negatively affect the quality of the work presented in several ways. First, the submitted paper is usually not peer reviewed (although claimed by such journals) and therefore, do not get refinements. Second, no one will trust the work and thus will not be cited even if the content is original. Third, it badly affects the reputation of the author presenting the work (e.g., if the content is original and of high-quality, then why not submitting it to well-reputed journal).
I appreciate your idea of open-access journals and there are well-reputed journals that offer open-access, however, the cost of publishing open-access is very high and we researchers/teachers are often unable to pay the cost.
In my personal opinion, these fake journals should be discouraged and if we find such fake journals through spam emails or while surfing the Web, we should report these in different research discussion forums, social media and may be on Research Gate.
The fake publishers or journals generally have the following features:
1. They publish the papers without any revision or peer-revision process.
2. They have weak websites with a simple submission format.
3. Generally, they have no specific scientific scope and work in a multidisciplinary way
4.The period between submitting and publishing the papers is very short.
5. They never mention the requested fee in order to publish the papers on their sites, and notify the authors privately in a separate letter.
6. Commonly, they publish repetitive papers or even papers from other journals.
7. They have a broad advertisement plan in the form of spam E-mails.
8. The names of such journals commonly contain grand adjectives e.g. world, international and global (Butler 2013).

before submitting to any journal, we should check on google by typing the name of journal with word 'fake' or 'scam' or 'predatory' ..hopefully enough information will be displayed. many universities including yale publishes list of such predatory journals.
