In order for copper atoms to penetrate the tittanium dioxide crystal lattice, you need to mix commercial nanoparticle powders and wait a very long time. Diffusion of atoms into solid bodies is very slow. It is possible to melt copper and then spray very fine nanoparticles onto the surface of titanium dioxide nanoparticles. Technologically, this process is very complex and you will not achieve uniform spraying.
Therefore, the answer to your question is unequivocal so it is impossible to obtain core/shell nanoparticles.
