Pd/C & H2 gas can work well in water also. Make sure pH or reaction mixture is 7 or less than 7. You can check amine with ninhydrin test on TLC. Try room temperature (22-25 oC) and atm pressure.
I'm agree with Nikhil reduction using Pd/C in presence of hydrogen gas, the reaction is handle with care. But It is one of the best and convenient option so you should try to the Pd/C in presence of Hydrogen gas and water or any other solvent as per your reactants solubility. Best Luck.
Have you ever tried Fe with HCl? Because Tin (II) chloride was unable to reduce para-nitro phenyl iodide, but iron can.(In my case, Pd/C can remove halogen, so this method was not practical)
