Objects can be considered as point sources and modeled as Swerling type I targets. That is, target scatters change every scan but remain constant during each scan.

I think we need to know a bit more about what you are asking. Clearly, the Swerling type detection model is not what you are after. Is it a tracking model you want? Target classification? You need to be clearer and much more specific with your question.
