Improving writing skills takes time and effort. I would suggest the following things that I personally do.
Read and write every day for at least 5-6 hours. The more you write the better it is.
I have short attention span and I don't like working on one paper for months. Therefore, I work on multiple projects at the same time and it helps me in revising drafts of papers more efficiently. Once you take a break from one paper, you can critique your own work in a better way.
Don't write and edit at the same time. Complete the paper and then edit it over several weeks/months.
Reading more research relevant articles, news and books will improve scientific writing skills. At best part, the individual should have his own skill describing a sentence in different and attractive way.
Academic writing is challenging even for English native speakers. However, mastering its basic principles is achievable. Reading is your first step to boost your academic writing skills. I always advise my students to find articles which focus on their area of interest, that is published in prestigious journals, and use them as role-models when writing. Try it & you will see its reflection on your academic writing style!
High ranked scientific journals give the author experience and lessons, that improve his ability in scientific writing, so I think it is important issue to publish your article in good journal.

As others have recommended above, read and practice a lot. This will help considerably. However, when all is said and done, really good writing is a talent one either has or does not have.
to me, I think you can improve on your writing skills by:
1. Reading as many publications as possible
2. Getting others involved in the review of what you write
3. Getting familiar with publications from your area of specialty. This will enable you to acquire sufficient mastery of the technical term and methods associated with your field
One means of improving one's writing skills is to consult such excellent references as Diana Hacker's "A Writer's Reference" or Strunk and White's "Elements of Style." A second tip is to read frequently cited papers on topics of one's research interests in journals in which one aspires to publish. Third, check to see if these journals offer style guidelines for potential authors. A final tip is to submit paper for publication.
