This may depend on your institution and major. I would only feel this is dishonest if you hid the fact you had someone else run your analysis for you. Almost everyone collaborates with other researchers on projects but credit should be given. However, if the major aspect of your thesis is performing data analysis that you and your committee agreed on you learning and conducting yourself then I feel that would be academic dishonesty.
I think it would be very wrong to subcontract any part of a PhD to another person.
In terms of whether it is dishonest: I would very much agree with Dennis Bonal that it would depend on whether you acknowledged their contribution. But regardless of honesty I still feel it is wrong; as a PhD is a single author work.
