In my mind i want to use heating coil but this coil cannot control the temperature itself. if anyone know what instrument that i can use to do this partitioning test at 60C
You'll need either active control over the heating coil, with feedback provided by a temperature-measuring device (thermocouple, radiometer, etc.) or, you can deduce an empirical setting for the heater coil current such that the heat losses balance the input power at some particular temperature.
I'm not familiar with this 'partitioning test' - can you describe it?
