You can consider ACCIT journals from Korea in which some are listed in SCOPUS and their review time is 3-4 week.

Thanks for answer. Review time is great. However, we have difficulties in publishing non-SCI(E) journal so Journal must be ISI indexed.

then please see sciencedirect elsevier journals, they have standard procedure for review and authors have the provision for reminding the editor for the review outcomes. Elsevier journals are all ISI indexed and they takes most of them less then a year time to get it published. In some cases if the delay happens but most of them gives you review outcomes in 3-4 months.

We have been submitting in Elsevier journal, their total time for final decision of acceptation/rejection after referees review and response is an average. :( However, there must be some of journals which are fast track in the stated field.   

you can submit on IET journal wich take 8 weeks for reviewing.

Anh Tuan Nguyen - Their related journal to sensor networks "The Scientific World Journal," is a good journal but unfortunately has been deselected from Science Citation Index Expanded (SCIE).

Couple of relevant journals turn out to be not suited: :(

IET communication subscription is 2436$ SCI/SCIE indexed

IET networks 594$ but not indexed

I am not sure whether this journal is fit with your expectation or not.

Both these journals are SCIE indexed and review time is about 2 months.

Dear Ahn Tuan, Your both suggestions are great, I will prefer first sine their subscription fees is about 1,000 usd whereas sensors it is double. Really appreciate. I wonder if there is a single free (or at maximum 800 usd) fast track journal

Thanks for the list. However, fees of Elsevier (2400usd), Springer (3000usd), and Hindavi (2000usd) are not feasible for many publications. Our requirement is less than 1000usd. 

Moreover, how did you calculated review cycle time? average of how many responses or your own personal experience. It would be helpful.

Some Hindawi Journals are actually free or cost about USD 600 - 800 but have no impact factors. But when they do have impact factors, they rise the cost to USD 2000. Please check the following link:

I updated the Elsevier list with a new column: Acceptance Rate, based on Elsevier Journal Finder results. In my view, there is a correlation between the Impact Factors and Acceptance Rate. As writers, we generally want a good Impact Factors Journal with higher Acceptance Rate. Thus, I make a new column, i.e., Acceptance Rate times Average Impact Factors. I also updated the OpenAccess fee column. Hope this would be helpful.
