Can we publish book chapter only when we get the inviation or Is there any procedure to contact the editor of the publishing agency for publication of the book chapter
Dipraj - you have to wait for an invitation from the editor of a book with the larger publishing houses that you mention.
I am lead editor for several textbooks i.e. Elsevier, SAGE, Palgrave McMillan etc. The responsibility of editors is that they are invited to or submit independently a book proposal which uses the publishers templates to address factors such as title, structure and content overall and per chapter, pedagogy, target audience, market descriptions, assessment of market competition and assessment of potential outreach i.e.national/international audience/specific disciplines/undergraduate/post-graduate, proposed timelines etc. This goes through a number of checks and processes before final acceptance. Then it is the responsibility of the editor/s to contact their networks to find experts in the field who can commit and deliver chapters in a complementary style and format to the overall text within the publication cycle time-frames.
If you know the editors of specific texts that you feel you could contribute to (especially when their are multiple editions - as once a text is successful the publishers regularly go back to the editors on a 2-3 year-cycle for the next edition) - you could contact them directly.

In some cases books are defined from authors' chapters, presented at a conference, or by invitation over e-mail, typically geared towards some current trend, or as a way to provide a very good summary of a narrow field that is either somewhat, or deemed mature enough to become summarized. Often it's arranged so that an existing book series will take of it, and it is often refereed well.
To have a chapter in such a book could be pretty much as prestigious as a standard journal paper, depending on the field, of course.
One of my papers was included in an Russian Monograph published by MIR Publishers. The original paper was published in English in the Journal of Sound and Vibration. The Editor of the Russian Monograph (Vibration and Stability of Thin Walled Structures with Holes) took permission from me (copy right holder) and Academic Press, publisher of the Journal of Sound and Vibration) to include the paper in the Russian Monograph. The full paper was translated from English to Russian and then appeared in the Russian Monograph. If you are a well known authority in your subject area, then the Editor of the Monograph will invite you to contribute a chapter. Otherwise, he may select a paper already published and follow the procedure outlined above.
You can check the announcements, e.g., Call for Paper, Call for Book Chapter., however., for the case of Book, it is you choice to write a book and publish through some relevant publisher.
If it is a book chapter, then there should be some editor who has announced a 'call for chapter' which is usually circulated by e-mail e.g. one of our chapters in Springer

I am little confuse how long does it take for this chapter to get publish. Is there any timeline from submission to acceptance? Not mentioned anywhere.
No timeline. Depends entirely on the editor and publisher. Can take several months. Even after acceptance, if the chapter fails plagiarism check, it will be returned to the author for modification. So also depends on the author how soon the chapter is modified enough so as to pass the plagiarism check.
