While working on the finite element modelling of laser manufactured steel and titanium alloys for estimating stress distribution, main question arises of the material properties. I believe that since quality of laser generated alloys are highly dependent on process parameters, therefore, how can we decide about their properties like strength or fatigue resistance etc.? Is three any relevant database available to guide the researcher.

As you have yourself mentioned that the properties depend on the process parameters. Laser Additive Manufacturing is a very new field and there is no such database or handbooks from where you can get the data you need for simulations. You can find such data in published articles from other researchers easily but that is again at specific process parameters which are also mentioned in those articles.
If you need more realistic data, I'll suggest to manufacture samples for tensile and fatigue testing, test them and obtain the desired data for finite element modelling.
